Germany introduced new rules on 18 August 2026 that make it easier for professional truck and bus drivers to qualify and enter the labour market. The most important change for applicants from abroad is that the accelerated initial qualification examination can now be taken in nine foreign languages.

The reform responds to a long-running driver shortage affecting logistics, industry, retail and public transport. Its aim is to bring qualified drivers into work faster without lowering safety or professional standards.

Professional driver exam available in nine foreign languages

The examination for the accelerated initial qualification no longer has to be taken only in German. In addition to German, candidates may choose: Albanian, English, Modern Standard Arabic, Croatian, Polish, Romanian, Russian, Turkish or Ukrainian.

The Federal Ministry of Transport originally proposed eight languages. Albanian was added during consideration by the Bundesrat. The broad selection shows that Germany wants to attract professional drivers from many parts of the world.

Professional knowledge can be demonstrated without a German-language exam

German remains important for everyday communication with employers, dispatchers, authorities, customers and passengers. The reform does, however, distinguish more clearly between technical knowledge and language ability.

A driver who understands regulations, safety, vehicle technology and transport rules can now demonstrate those professional skills in one of the approved languages.

Practical examination shortened from 210 to 120 minutes

The practical part of the regular initial qualification has been reduced from up to 210 minutes to 120 minutes. It now consists of 90 minutes of driving and a 30-minute practical section.

The shorter format is intended to speed up qualification while maintaining professional and safety standards. This matters to the German economy because driver shortages directly affect supply chains and public transport.

Easier eyesight examination for truck and bus drivers

The range of authorised providers that may conduct the required eyesight examination for licence categories C, C1, CE, C1E, D, D1, DE and D1E has also been expanded. Subject to the statutory conditions, suitably authorised optical practices may now perform the examination.

This administrative change can shorten document collection and make the process more efficient for applicants.

What do the new rules mean for foreign drivers?

Professional truck driver in Germany

The regulation removes some language and procedural barriers, but it is not an automatic work permit. Depending on the applicant's circumstances, requirements may still include: an appropriate driving licence and, where necessary, recognition or conversion, the required professional driver qualification, medical fitness, complete documentation, and the right to live and work in Germany.

Taking the exam in another language makes it easier to prove professional knowledge, but it does not replace the remaining legal and practical steps.

Why is Germany changing the system?

The Federal Ministry of Transport says that logistics and local public transport cannot function reliably without professional drivers. The reform is intended to lower entry barriers and support the long-term recruitment of skilled workers, including people from abroad.

The regulation was published as Federal Law Gazette 2026 I No. 236. Its main changes have applied since 18 August 2026.
